This is because event data always synchronizes with other people's calendars whether you send updates from Outlook. If you create or update an event in Outlook and choose not to send the change to attendees (by closing the event window and choosing not to send), attendee calendars update anyway. You can't drag an event from one calendar to another in Outlook, as you can when using Outlook with Microsoft Exchange.

Moving or copying events between calendars Additionally, recipients of the event invitation receive an email with the name of the event as the subject and the attached item, yet without any attendee options. This is because attachments aren't synchronized with other people's Google calendars. If you attach a document, contact, or other item to a calendar event in Outlook, you can view the attachment in your own Outlook calendar, but other attendees cannot view it in theirs. This is because Google Calendar supports only Free or Busy status, not the other alternatives.
